Under general supervision, receives, identifies, preserves, classifies, tags and logs evidence and property brought to police headquarters.
Ensures evidence chain of custody.
Performs inventory of all incoming property and evidence daily.
Maintains property log, evidence packaging and secures storage of all incoming property and evidence.
Maintains accurate property, evidence and contraband records.
Operates department computer equipment and software programs to input data, track/review evidence and property records, and research case dispositions for future disposal.
May assist with planning and evaluating department goals and objectives.
Works effectively and collaboratively with investigators, courts and other law enforcement agencies in matters relating to property and evidence.
Transfers evidence/property to State of Connecticut Controlled Substance, Toxicology, and Forensic labs for processing.
Maintains established procedures for the release of property and evidence according to court orders and department polices.
Schedules and conducts court ordered destructions, disposals, auctions and money deposits as necessary.
Coordinates evidence and property transfers with the State Superior Court Examiner of Seized Property.
Responds to inquiries from the public regarding property and evidence in accordance with department procedures.

This is a Classified Non-Union position, and the hours of work are 40 per week.
Knowledge, Skills & Abilities The examination will consist of rating your training and experience as contained on your application.
All parts of the examination, will be related to the requirements of the position.
The examination is designed to measure:
Knowledge of law enforcement practices relating to collection, packaging, and preservation of property and evidence.
Knowledge of different types of evidence and an acute awareness of how to prevent the contamination and destruction of evidence.
Knowledge of court forms and the ability to read and comprehend associated Court Orders.
Ability to Express oneself clearly and concisely, both orally and in writing (English).
Ability to use computers, scanners, printers, copy machines, fax, and other miscellaneous office equipment; and possesses basic math skills.
Ability to receive, store, preserve, retrieve, and catalogue a variety of items of evidence and other property accurately.
Ability to read, understand, interpret, and apply legal requirements and departmental procedures and standards in receiving, preserving and releasing property and evidence.
Ability to maintain the security and confidentiality of privileged information and items of evidence.
Ability to interact with a diverse population.
Ability to maintain professional demeanor while dealing with stressful situations and deadlines.
Physical Demands and Working Conditions Physical Demands:
While performing the duties of this job, the Incumbent must be able to:
Frequently lift, reach, push or pull with hands and arms, stand, walk, kneel, squat, bend, crawl, climb or balance.
Occasionally exert up to 50 pounds of force; frequently exert and carry 10 - 25 pounds of force; and constantly exert up to 10 pounds of force to move or carry objects.
Perform manipulative tasks and skills that require hand-eye coordination.
Working Conditions:
While incumbents work primarily in an indoor or office environment, they may be required to perform work outdoors at various sites.
Responsibilities, include packaging and storing currency, illicit drugs, blood/urine, blood-stained clothing, and dangerous weapons.
Incumbent may be required to work a flexible schedule including evenings and weekends.
Qualifications Open to all applicants who meet the following
Qualifications:
High School diploma or GED AND a minimum of three (3) years of experience working in a controlled environment that required strict adherence to policy and regulatory protocols.
OR High School diploma or GED AND a minimum of two (2) years of service as a certified Police Officer, preferably with some evidence/property room experience.
OR High School diploma or GED AND a minimum of two (2) years as a non-sworn Evidence and Property Technician or comparable position in a law enforcement agency.
Sixty (60) or more credits from an accredited college or university with major course work in forensic science or criminal justice may be substituted for a one (1) year of experience.
Licenses and Certifications Must possess and maintain a valid motor vehicle operator's license.
Must obtain status as a Certified Property and Evidence Specialist (CPES) through the International Association for Property and Evidence, Inc.
(IAPE) within eighteen (18) months from date of employment and must maintain CPES status while employed in this classification.
Must obtain Criminal Justice Information Services (CJIS) Security Awareness Training and NCIC/COLLECT certification within six (6) months from date of employment and must maintain CJIS training and certification while employed in this classification.

HARTFORD RESIDENCY IS PREFERRED:
Preferably be a bona-fide resident of the City of Hartford at the time of application.
A completed CITY OF HARTFORD RESIDENCY AFFIDAVIT including proof of residency as indicated on the RESIDENCY AFFIDAVIT may be submitted.
