Network Security Engineer, Metro Hartford Information Systems

REPORTS TO: Manager Network Operations - Metro Hartford Information Services (MHIS)
PRIMARY FUNCTION:
Design and implement the Information Security Infrastructure. Perform maintenance, operations, configuration and installation of network security equipment. Work with other members of the data team within the Network Operations division of MHIS to ensure reliable service to our customers.
RESPONSIBILITIES INCLUDE:
Install, maintain, troubleshoot, and repair network hardware, software, systems, cabling, and addressing.
Work with members of the end-user community and MHIS staff to assist them in understanding and utilizing network services and resources.
Develop, implement and enforce suitable and relevant information security policies, ensuring policies are complaint with the Data Protection Act and other legislations and regulations related to information security.
Build and maintain network log infrastructure and support critical response initiatives.
Implement firewall, VPN, and IDS/IPS solutions for data center environments.
Function as an internal consulting resource on information security issues.
Manage, monitor, and expand the security infrastructure.
Work with MHIS Support Services division to resolve desktop PC and networking problems.
Work with City, Library, and School staff regarding security initiatives and procedures.
Investigate suspected and actual breaches of security and undertake reporting/remedial action as required.
Act as a consultant to projects, advising on matters relating to security.
Develop and implement policies related to secure hardware and software.
Optimize and maintain network security through the proper design, implementation and maintenance of security devices, appliances, and other systems.
Plan and implement the security aspects of new network installations and upgrades.
Maintain an orderly networking office and equipment storage area.
Provide after-hours network support on a periodic on-call basis.
Participate in Disaster Recovery and Business Continuity planning, drill, and implementation activities.
Performs other duties as assigned by supervisor and/or designee.

Qualifications:
Bachelors or Master's Degree in Information Technology, Minimum 5 years of broad IT experience, at least 2 of which has been in a security role.
A good working knowledge of Information Security Principles, Practices and Information Risk Analysis/Management.
Through knowledge of lower and higher level networking protocols (e.g. TCP/IP, QoS, DNS, and DHCP) as they relate to Internet and intranet access and performance.
Ability to devise and enforce Network and OS security policies while balancing the needs of a diverse and dynamic business.
Deploy, maintain, and troubleshoot firewalls, Intrusion Detection, VPN appliances, vulnerability assessment tools, event and log analysis, security change tracking and other network security systems and devices
Conduct periodic vulnerability and security audits, and take necessary actions to plug any security holes.
Use security tools to audit infrastructure, detect issues and coordinate remediation of any issues.
Experience with Firewalls appliances, IDS, IPS, Wireless, VPN, Security Encryption, vulnerability assessments and penetration testing tools, anti-virus solutions, content filtering solutions, and database application-level firewalls.
A deep understanding of network security protocols and strong working knowledge of other network operating protocols are essential
Ability to configure and implement Routers, Ethernet Switches, Firewalls, IPsec VPNs, Wireless Access-Points, and Wireless LAN Controllers.
Ability to organize, manage time, and follow-through under pressure.
Strong knowledge in Telco/WAN services such as Ethernet, MPLS, DSL, Lit & Dark Fiber, and Cable Internet/Ethernet services.
Ability to see a network project through from start to finish, including analysis, design, planning, testing, and implementation.
Ability to analyze overall network security posture as well as specific events, using a variety of tools.
Must be eager to learn and use new network security software, devices, appliances, etc.
Very strong knowledge of networking protocols and theory.
Strong installation and troubleshooting skills.
Strong ability to troubleshoot network related problems in a large, complex environment.
Strong interpersonal and communication skills, both verbal and written.
Strong project management and organizational skills.
Ability to work in a fast and flexible environment, particularly on critical care and on-call duties.
Reliable transportation and valid driver's license.
Thorough and detailed understanding of networking hardware, including but not limited to: Nortel Networks and Cisco Systems hubs, switches, and routers; Nortel VPN; Cisco wireless; and APC UPS systems.
SALARY AND TERMS OF EMPLOYMENT: Twelve-month work year. The salary is in accordance with the Hartford Educational Support Personnel bargaining unit Salary Grid: C560 $85,936 - $103,506 (2011-2013)
