Legal Administrative Specialist

The PCOS interviews persons who visit or telephone VBA facilities and provides designated outreach services. In addition:
Counsel Veterans, their dependents, and beneficiaries regarding all benefits available through the Department of Veterans Affairs, as well as non-VA benefits available through other organizations concerned with Veterans. Explains the full range of VA benefits and all related programs. Provide status updates on disability compensation claims and appeals. Explain the types of documents necessary to facilitate timely processing of claims and provides assistance in obtaining and completing such documents and forms based on the type of claim being submitted. Explain decisions made by the VA and communicate the reasons to the claimant for these decisions. Provide in-home counseling to those who are geographically isolated or physically unable to go to the VA facility Prepares technical correspondence to Veterans and their dependents providing benefit information, representation rights and response to miscellaneous inquiries. May serve as Outreach Coordinator (such as the Women's Veterans Coordinator, Minority Veterans Coordinator, Homeless Veterans Coordinator, Aging Veterans Coordinator, Ex-Prisoners of War Coordinator or Military Services Coordinator). Develops a network relationship with state and private Veteran's organizations to broaden the scope of outreach and increase community awareness of the role VA plays in being a resource to the community. Maintains extensive and comprehensive information systems relating to specialized Veteran's groups to identify opportunities for improvement. Analyzes trends and patterns and works with management and staff to continually improve services provided to Veterans. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-10 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience in counseling veterans, their dependents and beneficiaries on compensation benefits, home loan eligibility, education, hospitalization, life insurance, burial benefits, vocational counseling, small or disadvantaged business utilization, general Social Security Administration benefit programs, other federal, state and local domestic relations and assistance programs. Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have GS-10:
1 1/2 full years of progressively higher-level graduate education leading to a Ph.D. or LL.M. OR Applicants may also combine education and experience to qualify. To calculate, first identify the percentage of required education you have earned. When substituting, you cannot use the first 60 semester hours that you earned, then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify. A transcript must be submitted with your application if you are basing all or part of your qualifications on education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements:
Work is mostly sedentary.There may be some walking, standing, and carrying of light items such as papers, books, claims folders and files from one desk to another for returning to storage. Extensive use of a computer and a telephone with a headset is required. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
