Senior Appraiser/Specially Adapted Housing Agent

Candidates applying for the position must be cognizant of the geographical assignment of duties. It is strongly recommended the candidate reside in the assigned territory. However, if the candidate makes a decision not to move to the assigned territory, they are financially responsible for any commuting expenses they incur while traveling to their assignment. The government vehicle may not be used to reach the assigned territory. The assigned territory is currently as follows and may be adjusted based on Agency needs:

Serves as the Specially Adapted Housing (SAH) Agent and Field Appraiser at an out based site for the Regional Loan Center (RLC). Can expect to travel 50 %to 60% percent of the time and is responsible for the following property appraisal related duties in an assigned geographic location:
field reviews of appraisals of residential properties for both origination and liquidation of loans to ensure the accuracy of the final value; field reviews of Notices of Value issued under the Lender Appraisal Processing Program (LAPP); field reviews of liquidation cases in which there was a 20 percent or more loss in value during the past two years; field reviews of compliance inspection reports on new construction to ensure accuracy and compliance with construction exhibits used for appraisal or SAH purposes; field reviews on construction complaint cases where direct intervention is deemed necessary by the RLC; a full range of construction and valuation matters affecting the VA Loan Guaranty Program; and performs other related duties as assigned. Responsible for the SAH Decentralized Program activities for an assigned geographical location within the RLC's jurisdiction and performs the technical duties required in the processing and approval of applications for SAH grants. Counsels eligible veterans and provides information on benefits available, application procedures, and grant disbursement plans. Meets on a case-by-case basis with contractors, architects, escrow agents, lenders, and attorneys to explain VA policies, procedures, and requirements and advises contractors of special features necessary to meet the needs of the veterans. Inspects and reports on existing dwellings to determine feasibility of adaptation and conducting field reviews of the appraisals of property for loan origination, liquidation, or partial release of loan security, sale of VA-owned property, and loss and damage estimates. Recommends disciplinary action against appraisers or inspectors who violate government regulations. Promotion Potential:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE:

Experience:
Applicants must have one year of specialized experience equivalent to at least the next lower grade level in the normal line of progression for the occupation. Specialized experience must demonstrate the ability to perform appraisals of real property, both existing and proposed construction, consisting of one to four living units, for purposes of loan origination, liquidation or partial release of the loan appraisal project, resourcefulness, and judgment in collecting sales, cost, income, and other economic and social data affecting property value, appraising real estate to determine property evaluation and financial analysis of commercial concerns for investment purposes. Examples of specialized experience would typically include, but are not limited to:
Realtor, Realty Specialist or Mortgage Loan Specialist. To qualify at the GS-11 level, you must have one year of specialized experience equivalent to GS-09 in federal service. To qualify at the GS-12 level, you must have one year of specialized experience equivalent to GS-11 in federal service. OR Applicants may substitute education for the experience required at the GS-11 level. To qualify at the GS-11 level, applicants may substitute a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. A transcript must be submitted with your application if you are basing all or part of your qualifications on education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements:
The position requires frequent scheduled field trips in a government vehicle throughout the assigned geographic jurisdiction. Some slight physical effort may be required in completing field reviews and field inspections. On-site inspections of subject or comparable properties often require frequent stops and starts interspersed with some hiking or lengthy walks over various terrain types ranging from flat open field to rough, brushy or forested areas. Some walking, standing, climbing, stooping and bending is required. This position has a position-sensitivity level of Public Trust-Low Risk. Selections made under this announcement are conditioned upon favorable adjudication of a National Agency Check with written Inquiries (NACI) per VA Handbook 0710. An investigation will be conducted after the effective date of the selection. An individual currently holding the appropriate clearance does not require additional investigation. An individual receiving unfavorable adjudication is ineligible to remain in this position. FlexiPlace Agreement:
Work-at-Home A FlexiPlace Agreement will be reviewed and renewed annually. The FlexiPlace Agreement requires the employee to ensure that a proper work environment is maintained. Work-at-home participants must complete and sign a safety checklist, VA Form 0740b, that proclaims the home safe for an official home work site and to ensure all the requirements to do official work are met in an environment that allows the tasks to be performed safely. The employee agrees to permit access to the home work site by agency representatives as required, during normal working hours, to repair or maintain Government-furnished equipment and to ensure compliance with the terms of this agreement. The agency representative will provide the employee with a minimum of 24 hours' notice (except in emergency situations that require immediate action). If a FlexiPlace employee must ship their equipment to the official duty station or bring it to the nearest VA Regional Office for repairs as appropriate, the agency representative will provide the employee with reasonable advance notice. The FlexiPlace employee may be required to report to the official duty station or the nearest VA Regional Office while the equipment is under repair. For work-at-home arrangements, the employee is required to designate one area in the home as the official work or office area that is suitable for the performance of official Government business. The Government's potential exposure to liability is restricted to this official work or office area for the purposes of FlexiPlace. The employee must have a telephone, workspace suitable to perform work, utilities adequate for installing equipment, and space that is free from interruptions and provides reasonable security and protection for government property. FlexiPlace is not a substitute for dependent care. Remote Connection to the VA Network:
The ability to connect to the VA Network is a mandatory component of working as an out-based employee. The end user should have a broadband Internet connection. This can be in one of several forms; a Plain Old Telephone Service (POTS) modem commonly referred to as dial up is not sufficient to use for either remote connection type. The employee is responsible for the acquisition and maintenance of the broadband service. If the employee is not able to connect to the Internet in general, he or she needs to work with his or her ISP to ensure Internet connectivity. Out-based employees may receive an air card if needed on a regular basis or for travel.
